Overview

The
Federal Emergency Management Agency (FEMA), a division in the
Department of Homeland Security, and the Illinois Department
of Natural Resources (IDNR) have entered into a Cooperative
Technical Agreement to modernize Flood Insurance Rate Maps (FIRMs)
in Illinois. These maps are used to support the National Flood
Insurance Program (NFIP) and floodplain management activities.
The
Map Modernization Program uses state-of-the-art technology, engineering
and digital mapping standards to deliver more reliable digital flood
hazard data and maps in a Geographic Information Systems (GIS) format.
Under the Cooperative Technical Agreement, the Office of Water Resources
(OWR) and the State Water Survey (SWS), both of IDNR, will complete
map modernization activities for nearly all of the 102 counties
in Illinois over a five-year period ending in 2010. OWR is
responsible for administration of the cooperative agreement with
FEMA, public outreach, project scoping, and numerous activities
(some dictated by Federal Statute) that culminate in the finalization
of revised FIRMs and Flood Insurance Studies (FIS). The SWS will
address all engineering and mapping matters related to modernization
of the maps, as well as provide new data to update the FIS for each
county. The SWS creates the Technical Standards Data Notebook (TSDN)
which documents activities undertaken and completed in each county
project.
